Coming Challenge To The Permit

Question: Is this more likely to happen after the ROD or before the ROD? Could it happen before the ROD? Probably not because Ron said the other day that the ROD was imminent....


The permit can only be issued after the ROD which means that the challenge in court would take place after the ROD. Am I seeing this correctly?
