It's a win/win for the shell peddler. Because if done right, he can also make money selling stock in that company as I don't believe there are any laws against them selling the corp stock, specially when they frontloaded the stock off the open market.
Case in point is dixon who has been trying to pull off n-t-gl custodial play, but it looks like it is on hold for almost a year so far. And n-t-gl has never stopped trading. There was some big volume weeks before the announcement last year. And the usual campaigners where in front of it as well. It was already being run a few days on the tout boards even before they posted it to the nt-gl board.
