Edit: removed 14 day vs. 30 day timeline to petition for en banc after marj posted the correct rule, but this still stands as a question:


This part makes no sense - the 3 judge panel that ruled on the appeal decide whether to grant an en banc hearing? WTF?


The panel of judges who heard and decided the appeal will rule on the petition for rehearing
