gonna call the company but the cantor fitzgerld guys also say post election but here is how I am understanding it:

the mitigation plan gets filed by Oct 1, perhaps a little earlier. It requires, as I understand it, a certification from the State EPA, which will give this almost immediately or a couple weeks at most after the plan is filed, however, people can object to it and in all probability they, the objectors, get a hearing. Memorandums by interested parties are permitted, so the nutjobs and soros people will do this, if only to preserve every single appellate angle. So allowing for 15 to 20 days to set the hearing, then there is a decision (affirming the certificate by the state. I just do not know if the appeal of the mitigation certificate is something that would halt the ROD decision making process. Maybe, maybe not, but the Army Corp might simply want to delay anyway to get it past the election, so they are incentivized to slow the process until the certificate grant is affirmed by the state EPA after a little routine hearing.

I just think that politically, because the Left has only one thing remaining (in addition to their weekly hoaxes), election fraud, but they do think they have Pebble and environmentalism.

they themselves might like a decision before the election, so that Pebble once again becomes front page news, to sway (in their eyes) voters. After all, Trump will figure, if it sway his own kid, there must be a lot of nuts like him out there, so Trump..........to be completely safe rather than sorry, will have no problem if the Army delays. I can see the Company also incentivized to delay, since it is in the company's interest to have Trump reelected, so they might take their time too getting that mitigation plan in as well.
all things seem to suggest no ROD before the election.
