But, OTC stocks already have low market caps and limited liquidity, so there’s not much to gain and difficult to exit, at least for larger short players - maybe for smaller guys it’s attractive. And when it comes to NWBO, the company had complained about shorts for years while it was still a listed stock.

I d think the bad actors were more involved in undermining DCvax and the regulatory process. I’m not convinced that shorting was really part of that strategy. Although from a shorter’s perspective, if you know a company is under attack, it’s makes sense to short the stock. But that’s a different cause and effect than what people are contending.
