I believe the reason these smaller companies are often late is because the auditors have a ranking system that determines who gets priority in the order that they process the paperwork. They simply can't get everyone's financials done in time and those companies they earn more from get the priority. Lots of little companies don't pay much so they know in advance they might not get done in time if the auditor is busy. Of course, they could pay more, in which case they would be guaranteed to be on time. But it's no big deal to be a little late
