They don't issue new shares until close of offering. The original 6.1m & additional 1.5m could have sold by August 4th but again, no filing of holdings before that point were made The first 6.1m were issued by July 9th. 10 days later is 19th with no 5% disclosure.
Like I said, at the very least the tutes are still sitting on 3.4m shares. Tutes don't care about short-term movements as long as they know can sell for a profit later.

Because they didn't receive shares until Q3 they don't have to disclose their Q3 holdings until Q4. Nice that the first offering took so long to close isn't it? Helps cloak holders of direct offering that much longer.
