Any removal of substantial amounts of material would require an environmental statement from the Company as required under NEPA. Simple rock sampling, such as chip or grab sampling by hand, does not, but any bulk sampling would.

If Buscar had a Plan of Operations approved by the USFS, it would by law be public and available for review. So where is it?
