They didn't say that weighting SC's against each other is a procedural error - they said the DC's opinion did not suggest the DC weighed SC's, i.e. the weighing was harmless - this is way different than saying "you cannot weight SCs", which is what many hope our CAFC will decide. Don't know if this is good or bad, appears the way the DC worded their decision is what swayed the CAFC.
