The SAS message is clearly misunderstood.

SAS allows any Australian, who sees his caring medical doctor, access to A 2–73.
His doctor must request permission from the TGA. The TGA assigned SAS to A 2-73, so will grant access to A 2-73 for any patient in need. With SAS the patient must pay for A 2-73.

SAS is no different than Provisional Approval because the doctor must supply approval with a script. However, with PA the state insurance will pay the relatively modest cost of A 2-73.
