Apparently so . . . even if that means outright lying.
My close association this stock by investing in NWBO that past several years has been a real lesson in the use of deception for big money players to line their pockets. The real problem is that short selling should be illegal. They can allow market makers to have a small amount of shorted shares to handle a buffer of buys and sells but that is it and it should be completely resolved at the end of each trading day. No one else should be allowed to short the stock and that would resolve all of this . . . but that is never going to happen. These hedge funds are making billion doing this so they would never give that up and will that much money coming in they can buy anyone they need to.
