My wife says I'm wrong a lot but I took this to mean they intend to use it to make the reagents they need in their own quality certified facility rather than obtain them from the sources that have caused the delays.
If not that I hope it's Hostess rather than LD.

The facility will allow production according to U.S. Food and Drug Administration (FDA) guidelines and is designed to be scalable using modular processes. The facility is expected to be completed by year-end and operational in 2021.
