Putin has decided to vaccinate Russians with the Gamelya Institute vaccine which has so far only been tested on 76 volunteers in Phase 1/II trials.

If Trump signs an Executive Order requiring all of his loyal followers to be vaccinated with a similar unproven Phase 2 vaccine, which may be similarly unsafe or ineffective, he has 22 vaccine candidates in that state to choose from.
