The simple answer, as shocking and mind blowing as it may seem, is C. He conveyed what he was told by the TGA. Three times. It may not be what you wanted to hear, but you can't blame him for that. And it was good news.

I mostly agree with what you are saying, but in your example (A) and (C) are not mutually exclusive. For example Missling can say "60 of 100 patients are enrolled", or he can say "more than 50% are enrolled." The former is point of fact, the other can be considered less so, or even, coy/wily, etc. Both would be true statements. Leaving things up for "interpretation" is his main flaw.
