That's definitely bad news - it means that there won't be any sort of report for months.

The idea that this is somehow the new accounting firm's fault sounds pretty implausible to me, to be honest.

'The Company expects to engage a new independent registered public accounting firm in the very near future.' - that's nice and vague.

Basically, this is textbook stinky pinky behavior of doing everything you can to avoid reporting awful results while diluting like mad.

No-one with any sort of experience in pennystocks will think that this is even vaguely positive. Sinking to 0.0001 or even no bid wouldn't be a big surprise at this point.
