That's being misread. That passage says the total shares outstanding, including that on the market at the time plus the newly issued stock from the offering, would be 131M shares. They only offered 16M shares or 31M pre-funded warrants in the offering that could have hit the O/S, the other warrants had a strike price of 15 cents that I don't think was ever crossed after February.

Regardless, on the very first page of that 10K which was issued AFTER the offering closed (so it includes the stock of the offering), the O/S was 129.4M.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
