That promise is almost as old as the promise Glenn made to have the cease trade order removed by the end of January 2019, then spring, then summer, then fall...or the promise of drilling from (useless) boots on the ground to summer to fall to winter then spring and still nothing. Putting stock in a promise of a dollar when the prediction of .10, the .50 by July 2019 still has not been reached might be foolish. That is called stock promotion, hype, and so on.
