November...I believe the reply from JR was something to this effect...
"no permits needed...no emissions" for USSE plant in Natchez.
Power plant will be in Vidalia. Diffferent state...different type plant...
different type permits needed. If no permits were needed in Natchez...
then no apps would have crossed the county MDEQ desk. That was
my point to kippy.
