I believe this is about transportation requirements to and from the mine which is obviously critical and is going through Bristol Bay and/or on land not owned by NAK nor the state. Either way looks like the permit will be provided and what happens after that we will see, something to consider when deciding on when to sell your shares as that may be a problem for a potential suitor ;)
