I can TELL you why.

Because the Initial Decision given by Foelak was rendered ineffective. It NEVER BECAME FINAL! It’s WORTHLESS until finalized.

It was never finalized because the SEC Division of Enforcement filed the petition for review - effectively STOPPING Foelak’s ruling DEAD IN ITS TRACKS.
