Cassie, the control arm is the 99 randomized.

It is very common in cancer trials for the control arm OS to be confounded by use of other treatments, and even the study drug itself. Other experimental studies, off label use of the study drug and formal crossover.

If DCVax-L is anywhere near as good as many here think then this confounding will not matter. The 232 will outlive the 99 by a stat sig amount.

So there is no issue of incomplete or too small control arm. It is 99.
