This is a matter of resolving an issue prior to releasing a financial report. Seems the people calling for them to just release the report without resolving it would, in fact, be encouraging non-transparency.

Get on your soapbox, but it sounds rather that the delay is to address the issue but in a manner that resolves it transparently, in fact.
