Steven. There is a clock running on EU marketing .... 10 yrs ? exclusivity once approved . Any BP ... or even AMRN will want to hit the ground running right after EU approval ...it’s simple business economics .
So your choices are .... make a deal in Q3 or slow walk the EU approval to buy time .
Slow walking is waiting to last day possible to comply with requests re EU approval .

By the way .... slow walking an approval is real ... experienced it myself with construction permits etc
