That's puzzling. VNTN did file a Form 15 in 2003, and it became effective. So I have no idea why OTC Markets says it's a delinquent filer. They should call it "dark or defunct".
Since it was never suspended, it must have become Grey because all its market makers left because there was no interest in the stock. And now, like so many other Greys, somebody asked an MM to file a request with OTCM asking to be able to quote it unsolicited. So now, although absolutely nothing has changed, it's once again a Pink, and has published quotations.
This has happened with dozens of junk Greys so far this year, and I have the strong feeling that OTCM is pushing it for reasons that aren't yet entirely clear. I find it deplorable. Last time I talked to somebody there about it, he tried to tell me retail couldn't trade these stocks.
