Please read the following article and you will realize the outstanding shares are not nearly as important as the public float: https://www6.royalbank.com/en/di/hubs/investing-academy/article/shares-outstanding-vs-float/jk0dlma0. If the public float is not greatly expanded then the outstanding shares are not that significant. The real problem investors have is the complete ineptness of the top tier management of ABCO.
