What is more logical

Owning two reactors that the only thing missing from getting them up and running is purchase of raw material.

Owning two reactors and let them sit.



Google "sunk cost."

What's logical is not throwing good money after bad. Not that it was bat at the time it was spent, but I think we can both agree that it would not have been spent if they could have seen this coming, so by definition it's bad money now.
