Tech City has turned to QDX Technology as their best hope of surviving to get to post Pandemic.

So, we're already back to the idea that Tech City is dead without it and will otherwise not restart after the pandemic??? Too funny.

Personally, I think the central government will write that check, if nothing else to try to secure what they already have invested in the project.

BTW - there is nothing to suggest that the central government has one penny invested in Tech City much less the nano project.
