Logically the government will try to keep as many job creating projects alive as possible as there will be a future to live though after the pandemic is behind them.

Tech City has turned to QDX Technology as their best hope of surviving to get to post Pandemic.

Personally, I think the central government will write that check, if nothing else to try to secure what they already have invested in the project.

To add, if quantum dots will be used in India for Covid testing that it would be a logical investment by Central government to back a project that would will meet that demand.
