People who think the system does not track shares are right there with Apollo 11 deniers.

Illegal and naked shorting exists. That does not change the books. Just like banks no where the dollars are, legal or not.

Consider a simple case. All shares are help by retail brokers. Those brokers have a total number of shares in their customers accounts. They report this. The registrar has the total number of shares actually outstanding. The difference is the short.

If BermudaBod somehow sells shares that do not exist into this system. you still have the basic accounting showing them as short.
