You're correct, the original NOA was in June 2016 but it never issued into a patent.
In April of 2017, GERS requested the allowed patent (1st NOA) be withdrawn from issuance for continued examination. They submitted defendants arguments and the courts findings that GERS deceived the examiner. Supposedly, she wouldn't have allowed the patent had she seen the evidence.
The patent was again allowed (2nd NOA) in February of 2020 after the examiner considered the arguments. She concluded she wasn't deceived, the offer letter was for testing purposes, and it wasn't reduced to practice.
In other words, it has nothing to do with a new remailing date, the 1st NOA was void. GERS asked the USPTO to cancel the June 2016 NOA so the examiner could look at the information and be sure the patent should issue.
The patent will officially issue this Tuesday.
