Modems only modulated and demodulated the digital signal for decades.
Even today, most routers handle the WI-FI.
I think Xfinity (Comcast) was one of the first to combine (a bundled combo pack) with WI-FI included (if wanted--But they make less money).
Surprisingly, I think most people still separate both modem & router.
That's one of the reasons so curious about what the total infringing units are.
