They also do not need to be the direct bidder. I’ve worked on plenty of government contracts that we were not the company that directly won or was issued the contract. Ever heard of “sub-contracting?”
They just need to follow whatever guidelines that were set forth by the contract and that would be managed and oversaw by the group or company that initially won it.
