I agree that the SAP appears to be done.
I also suspect that the SAP was delivered to the RA's.
I assume it was delivered to 4 RAs.
However ... we do not know if the RAs responded, nor whether their responses were favorable or unfavorable.
Perhaps no RAs gave any response, and NWBO decided to proceed regardless.
Perhaps the RAs came back with mixed (positive / negative) responses.
I assume that NWBO did receive some responses, and I assume they weighed these responses and may have incorporated some into the final SAP.
However, I am not ready to jump to the conclusion that (all 4) RAs are "on board".
Although I hope they are.
