Not at all true. The ATM is measured in dollars, not shares. pre or post rs doesn't matter. They will be diluting the hell out of what is left of the company. Your claim of 100 million shares outstanding is a fiction at best. A prevarication is more likely.

At the present market cap, the dilution will be another 35%.
