Serology tests are done every day in Doctor's offices, clinic's and hospitals to seek the source of ailments and to maintain baseline studies which include regular monthly, quarterly and annual testing.
In many areas of the US there are hot spots of people infected with COVID-19 and they don't even know it, thus the need to protect the health care workers exist along with all the other nasties out there IE: HIV, HEP-B, HEP-C with others albeit a lesser degree but still there.

Also currently there is a serological test being developed for COVID-19, that along with anti-body studies to see how the DNA changes from the COVID infection. So if I were a health care worker I would want to use what ever is available to protect myself from any and all cross contaminants, but that's just me....

I'd say everyone wants to stack their deck to protect themselves.

And you are 100% correct about the testing protocol with swabs but they may be starting to do blood draws as well, plus if you're in the hospital you are deff a pin cushion multiple times a day.
