I spoke to someone at FINRA about the proposed rule change to 15c2-11 and they had no idea what I was talking about. So IMO that means it is not official yet.

That is not to say that OTCMarkets is not going to enforce some rules about stocks getting current. If anyone would like to chase that down be my guest.
