That number is pretty much meaningless. If a business doesn't go under, they will hire back.

The federal gov is giving $600/week in addition to state unemployment. For anyone making more than $243/week but less than around $1000/week (each state unemployment varies), there is an incentive for businesses and employees to go on unemployment.
