I've been wondering that myself.

He acquired 60M shares, 30% of the current O/S, and was required to submit a form 4 per SEC regulations within 2 days of the transaction.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
