It would be if the president and his team had treated this seriously from the start. You're using circular logic trying to blame the people that are actually doing something now. The sad fact is we have no unified response from the Feds, so it's a bidding war. Insanity, and exactly why the War Powers Act was enacted.

The country takes its lead from the president. It wasn't until everyone figured out he was full of crap that the governors decided to act on their own. By then it was too late as we now see.
