I spent 3 seconds of my time and googled non-consumer electronic device(s) what I got was quite interesting...

Due to Sec law they need to file what parts they are making, it is obviously worded carefully, because they are “not” selling an actual device but making parts for the device, in order not to cross this fine line they also mention apples licensing under the same section...hmmm

It’s all relative word play...
