He's from another store or he's personally selling it, or at the very least has a big freezer and freezing them. I can't think of any other reason. Or..wait, he could be buying for other families. People are starting to work shifts and things contacting neighbors for lists and one person goes out.
We're shelter in place and if we keep our heads and work together like that, we won't end up being locked in totally.

It's a tough thing. Even if the guy puts a fold over sign on his cart that reads "I'm buying for group", who's going to believe him?
