This may be the toughest decision any one person will have to make in modern history.

A) On one side will be medical personnel - they will advise against opening the country so soon (regardless how soon). They will cite how many people will die from C19.

B) On the other side will be economists - they will advise for opening the country sooner than later. They will cite economic pain, including (economic) depression, which will cause poverty, drug use and suicide. Look at Venezuela as an example.

POTUS will have to weigh A vs B, based on numbers at that time (early April) and make the decision.
