Yeah well I used to own E*Trade and also owned and managed Bridge water Associates. Whenever folks used to ask about shorting in the OTC we explained to them how everything in the OTC is strictly maintained and regulated, especially from our partners across the water :)

In all seriousness, anyone who dismisses shorting entirely in the OTC is either gullible or knows damn well it's happening and is somehow apart of it.
