If cable companies are infringing, so are streaming companies like Netflix that bypass the cable service to the home, but require the same Docsis 3.0 tech to bring their service to the home.

Isn't an ISP required of some type (cable, DSL, fiber, satellite, etc.)?
How does one bypass the ISP or in our case, the MSOs or cable companies?
I don't get it or understand it or missing something then.
