Means absolutely nothing. This is daily regsho report FTD's, which are generally covered quickly and without any significant effort on the part of MM's. It doesn't require them to cover at high prices, or in volumes or pricing parameters that do anything for BIEL's PPS.

This doesn't represent any 'shorting' of the equity in the way 'short selling' does. In fact, it's virtually impossible to short penny stock, and prohibitively costly if you find a broker that allows it.
