You are both right and wrong. A Canadian citizen can setup a US based account. But the US will flag and shut down that account even if that Canadian citizen lives in the US full time.
I have friends from Canada that I trade with. They have already tried many times to do this same thing.
Now you can set up an account with someone like IB, but once you claim that you are from Canada. You have to play by Canada's rules. Not the rules of the country that the brokerage is located or registered.
New rules about 2 years ago or so cracked down on places like SureTrader that let you break all sorts of rules. Now they are all heavily regulated and force your own national rules upon your account.
So Yes, you can set one up, But No you would still not be able to trade the shares of ACRL if you are a Canadian citizen.
