Couldn't disagree with you more completely.
Far more likely explanation is that a group working together to set ask and bid prices amongst that group to work to drive the price lower. If they do it right they all take turns buying and selling so when it is all done they still have roughly the same number of shares with a lower NWBO stock price as the result.
