Stocks like these just get overlooked. I remember when I was loading up on penny oil stocks in the late 90's when oil was around $20.00 per barrel.
I was buying SPND at .18 cents and could not convince anyone it was a buy. It had every fundamental going for it. It languished for years and I accumulated shares from 1998 - 2003.. up through .65 cents. Then it finally had its day. Although it went over $10, I was out ~ 6.00
