Question about TSPG’s first catalyst on 12/20/2019

I went back through the TSPG board posts on 12/20 and it seems that the filing of form 12-15G is what initially brought in the volume to wake up this stock.

Investopedia says that form “allows issuers to seek termination of a registered security class or suspension of duty for filing SEC mandated reports”

At fist glance that seems like a bad thing to me.
Why was this form a good thing?

Just trying to understand for future reference here.
