I don't think the standard is ever "all..." anything because there are always fringe characters in every sector: doctors, teachers, cops, engineers, jurors, etc.

You say that the standard here is not "all docs", but a "significant number of docs", which in my limited understanding of law, is usually the case, similarly to the reasonable person standard: would a reasonable person do X?
